. >> under current law on january 1st, 2013, there's going to be a massive fiscal cliff of large spending cuts and tax increases. i hope that congress will look at that and figure out ways to achieve the same long-run fiscal improvement without having it all happen at one date. >> there's still significant distance between the two sides, but negotiations continue. there's still time left to reach an agreement. and we intend to continue negotiations. >> and so, here we are, new year's eve, and the country counts down to popping champagne corks, the ball dropping in times square, and going over the fiscal cliff. if congress fails to act in the remaining hours of 2012, taxes will go up on all americans and a series of mandatory government spending cuts will kick in. hello, new year. hello, new recession. after two years of missing self-imposed deadline after self-imposed deadline, all eyes were on the senate over the weekend as the house's failure to even bring a plan to a vote left it up to the upper chamber to find a way out. vice president biden who had remained on the sidelines in this r

they will avoid the fiscal cliff, and they'll do it in a way that will produce a budget agreement either in this lame-duck session or in the first couple of months of next year. that's what i think will happen. >> there's the part of the conversation every year that drives mika crazy when i talk about how we all, in the 1990s, worked together despite some pretty tough differences. >> we didn't in 1995. we had a pretty rough '95. >> '95 was an ugly year. there were a couple of other ugly years. >> but the other ugly years we already had a modus operandi of working together. if you look at what was accomplished in '98, '99 and 2000, they were good years. the only desert year was 1999. >> i faulk specifically about 1999 because people will poke at me when i talk about how you and the republican congress worked together. i say no, you should look at 1999 because even in the worst of times, the president's people were talking to leaders of congress. >> every day. >> and somehow even in the worst of times, even in a constitutional crisis, government worked. people put the country ahead of thei

listen, this fiscal cliff deal, everyone is so sick of hearing the phrase. i it talked to several this week, members of congress and members of the senate who indicate we're going over the cliff. they say it won't be that bad. don't worry about it. there's something in me that wonders about the psychological impact of just going right over. >> mike, you're right. they are saying that, and there's a real risk especially in the white house. they know that the reaction of the markets, especially overseas, the credit raters is unpredictable. you don't want to start your second term with a double-dip recession. that's the real risk here. for republicans more and more you hear them saying and i think this is what you're refer to here. you hear them saying, let's just wait until people get their first paycheck. wait until they get that pay economic when there's less withheld and there's not a payroll tax holiday but then they want tax relief. it's a huge risk. another political game at play here. sherman has a great story on the sight right there giving the thought
